Scenario 7: dns-resolver-primary — Blocked, No Telemetry

A CI with zero telemetry — the platform stops before RCA rather than guessing.

Users report intermittent DNS failures, but this CI has no telemetry agent reporting in — zero MELT signals in the correlation window.

Steps to test

  1. Open INC0000007.
  2. Steps 4–5: no MELT signals at all — evidence quality 18%, with the gaps listed.
  3. Step 11: Skipped, with the reason shown — evidence quality is below the RCA gate threshold.
  4. Step 13: Skipped too, because no RCA ran.
Outcome: confirms the platform won't fabricate a confident answer from no evidence.
